Dear God. I cant tell if you're joking or not. Also if you have 4 power plants for 1800 infra, you're already doing it wrong

3; one to power the infra, one for backup in case of nuclear pirate, and one to sell so you can be the nuclear pirate. 4th and beyond are similarly for selling.

I'm quite serious; it's a top strategy to preserve cash against ground battles and even missiles.  More than half of my improvements in the test server are invariably NPPs for that very reason. Of course, in order to make it useful you do indeed need to be familiar with the declare war button.

@Raoul Duke Use my optimal city build:

1500 infra
30 improvements
7 WPPs for power
5/1/0/0 military build
6 supermarkets
10 farms
1 hospital

This is the hyper-economic build I use. It's designed to maximize productivity while cutting down on waste, while also increasing synergy (or at least leaving it alone). It needs some more tweaking because the non-tolerant variables change each time the market shifts, and that can be inconvenient during the downswings in emergency sells. It usually works out but speculative deals can quickly ruin it if you're not careful.

Infra: 1,950 per city

Land: 1,700 per city

Nuclear Power Plants: 5 (you only need 4 like Odin said but I build an extra one in case I get 50 more infra in a city randomly)

Wind Power Plants: 2

Coal Mines: 2

Iron Mines: 2

Lead Mines: 2

Oil Refineries: 3

Aluminum Refineries: 3

Supermarkets: 6

Barracks: 5

That leaves 9 improvement left over, and I either turn all 9 into Oil Power Plants or more Wind Power Plants. It varies from city to city.
