If BoC members moved in, tC would have had a hell of a time attacking their own ex-members on an expeditionary mission. The question is whether or not BoC would have cooperated, if that was the case, then tC could have attacked VE, but Rose would have been treaty-tied and BoC's stealth involvement would encourage tC to sit out the war in VE's favor.
