Where does the 1,500 aluminum go?

I was looking at the list of projects for some internal stuff, and I looked over to Propaganda Bureau and I saw that it costs $15,000,000.

 

"Okay," I said, "that's fair." Starting a branch of the government to do propaganda and to do research on what's effective and what's not effective psychologically makes perfect sense.

 

But then I saw - and remembered - that Propaganda Bureau also costs 1,500 aluminum. Fifteen-hundred tons of the stuff.

 

What is the aluminum used for? To make statues that don't rust (I think it's implied the aluminum is made into statues because the picture for PB is of two statues)? Can aluminum even be made into halfway decent statues (I could Google it, but I'm lazy and wanted to start a discussion because it kinda sticks out to me)? If I wanted to mass-create statues of my nation's leaders, then wouldn't iron or steel make more sense?

 

So, P&W community, what is the aluminum used for... and why so much of aluminum and not something else?

Maybe you're looking at this backwards. Nations had so much worthless aluminum lying around, they had nothing better to do than build statues and call them propaganda?

1,500 Aluminium is used to manifacture planes with which you can distribute your crusader propaganda fliers (e.g. These be the words of Lord Almighty: Join the Army, it's good for you, I promise) from the sky to the hoi polloi masses beneath.

The aluminum is formed into 1 ton blocks, which are strategically dropped on groups of rounded-up dissenters to make examples out of them. This ensures that only true loyalists will inhabit your glorious nation!
