Probably steel, given how much money you get from selling it. Other resources tend to take a while to sell, Steel gets bought almost instantly.

Flipside is if you don't have enough steel/alum to win the important first couple of days in a conflict, massive amounts of gas and ammo typically won't help you either unless allies come in and save you giving you time to rebuild.
