The Arrgh conflict is only tenuously related to the "Vanguard incident" and should certainly be considered its own conflict, whereas the "Vanguard incident" in inseparable from the Rose DoW. We all know that Rose had been planning to hit Mensa way before we raided the shit out of Vanguard. Strikes me as very odd that they refused to hit Mensa when the pair of em had paper, yet couldn't wait to strike us when Vanguard had informal ties to Rose.
