Article V – Termination of Alliance If one of the parties wishes to terminate this business agreement, the terminating party must give 72 hours prior notice to the other party. I'm fairly sure this is due to a glitch with new players joining. When I was doing my recruiting sometimes people join the game and have an ID of 0 set. So maybe when no one has responded to the announcements, the default most recent is set as id=0, and therefore their name shows up?

I'm assuming a lot of NPO nations are inactive in-game but active in the community. They usually come on pretty quickly after responding to raids, so I'd say communication there is alright.
