This was true, because Rose apparently used to do it weekly in preparation -- as they have admitted. Anyway I wish that my name wasn't brought up in these petty squabbles. We had other programs in place for warp prep,but our tax rate wa used to rebuild/grow new cities rather than any direct wartime investment.
