If you have no members but a couple of leaders, set that tax rate to 100 or near to it. Quote "They're turning kids into slaves just to make cheaper sneakers. I'm saying if you're a big alliance with a lot of members and you don't kick inactives, higher taxes with aid flowing back to actives makes a large degree of sense, as long as your IA team has enough time to manage it.
