The Coalition's (7 alliances) main reason, I think, is about false neutrality of the GPA, followed by the secondary reason that GPA is unstable internally due to dramas. While the other side is a single alliance, the GPA, believing that it has upheld its neutrality and is recently trying to rebuild its internal structure.
