The difference is actually that offensive coalitions enable attacks against the largest spheres, thus ensuring that no-one can overwhelm the entire game and thus stagnate it, while defensive coalitions are built in order to ensure that the defenders cannot be hit at all, which stagnates the game. I would highly disagree with that; removing an action point is worth a chunk in the right situation. Raids can easily get down to a matter of a couple points difference.

Also, though, it is and always has been possible to ensure that raiders don't profit off of their random attacks, even without any treaties. It just takes effort, which micros by definition cannot muster.
Another game had the mechanic where if you had soldiers on the opponents' nation and they did not, then you took over their entire account wholesale.
