In Britain for example there is a accepted convention that the second house (Lords) can't stop any financial bills so they don't stop those and recently they humiliated the government by rejecting one of their changes, which is humiliating because the Lords is supposed to just rubber stamp you see. As such the government apparently plans to simply make it so everything can be classed as a financial bill so they can't be stopped in such a manner again. You can bend the rules by abusing definitions, other laws, and so on. Trump will have the best minds working on ways to twist everything I'm sure when he becomes president. I'm no expert on US law so I couldn't say exactly how obviously... though I do wonder if he could do it through a public vote to get a "mandate". Yeah, I mean Bernie has some good ideas but he is too far to the left to get anything through the HOR because there are very few democratic socialists. It also doesn't help that he has a budget plan of 18 trillion dollars over the next 10 years. IMO, the only people who vote for him are a bunch of young people hoping that he will make a huge change in the American political system.
