In such a case, you much give up the occupied territory and only hold the areas where your citizens are in the majority. The only way for the Palestinians to stop being oppressed and for the Israelis to stop having terrorist causalities is a Two State Solution. It's pretty clear that outside powers will not stomach them fighting to the death, so they have to live as neighbors. There's a difference between wanting to kill someone and genocide, and I would think it is a large difference. The Palestinians lack the capability, the international support, and a sufficiently centralized government to commit effective genocide. As the whites or blacks did not slaughter each other in the post-apartheid South Africa, so it is unlikely that either the Jews will wipe out the Palestinians, or the Palestinians will wipe out the Jews. Israel is not waging genocide. Palestine's population is one of the fastest growing in the world. There is simply no way to argue that Israel is committing genocide.
