Uh? The most we've had at one time is like 9 back during OO, and even then we didn't have the most treaties in the game.

This is actually a fairly low number of treaties for us relative to our previous numbers. We're only one md level treaty above BK. Whether or not we had a lot to gain from the war doesn't really matter since the war was brought to us.

The CB is HBE defense because they activated our treaty during the 72 hour cancellation period, therefore it was still valid and we intended to honor that, regardless of it being questionable timing.
