The brotherhood is a peaceful alliance, but it does not tolerate raiding and will use force when provoked.Structure:Commandant: The position of commandant is the highest power within the brotherhood if steel, the commandant oversees the following positions and is the final say on foreign affairs matters, in times of conflict the senate can allow the commandant to negotiate without its approval.General: second highest position in the brotherhood, the generals oversee individual commissions. They are automatically on the senate and are appointed by the commandant.Captains: Captains are the lowest rank of official in the brotherhood, they serve under the generals and are in charge of small sub commissions that relate to their generals commission they are appointed by the general but must be approved by the commandant.Senate: the senate is the voice of the members of the brotherhood, the senate has two members for every ten members in the overall alliance not including the generals. The senatorial elections are held by the commission of internal affairs and any member can run unless they are a general or the commandant. The senate can pass bills only with a majority of above 50%. The commandant has the position of Chancellor of the senate and can veto bills, this veto can be overturned with a 60% majority vote. The chancellor must vote yes in order to declare an official war, declarations are non-vetoable Terms of office:Commandants serve for life but if they are found to have broken an alliance law then the department of justice shall remove them from office and the alliance as a whole will vote on who the next commandant shall be.Generals serve for life but can be impeached by the senate or the commandant,Captains serve for life but can be impeached by the senate, their commanding general, or the commandant.Senators serve for a term or three weeks, after those three weeks are over they become members and the elections are held, they may run for office an infinite number of times and can serve as long as they continue to win. Anyone found guilty of breaking an alliance rule is automatically disqualified to serve as a general, captain, senator, or commandant. If they are currently serving as such they will be Impeached by the department of justice.Any impeachment must go through the executive judges court and shall be treated as any court case.Rules:Raiding is not tolerated, members wishing to engage in war must get their war approved by the secretary of defense or else they will be prosecuted by the department of justice.Using offensive language is forbidden within the brotherhood.Amending the charter:The senate can pass limited amendments, they cannot amend terms of office or the roles any offices hold, they can freely amend the rest.The commandant can amend any aspect of the constitution but must propose it the senate first, the senate must vote 65% majority in order to pass any amendment.Adding commissions or sub commissions is not considered amending the charter Commissions:Department of justice is charged with carrying out any investigations brought on by charges both within or outside the alliance, the department is headed by the general of justice, called the executive judge, and has the sub commissions of the appeals court and the circuit court. The captain of the appeals court handles cases that are being appealed. The captain of the circuit court handles domestic issues, disputes between members that do not break any rules by disrupt alliance workings are giving to this captain. The executive judge handles charges of a member dealing illegally with another alliance, such as but not limited to raiding.Department of finance is charged with keeping the alliance bank stocked and regulates the taxes set on the members to keep the alliance growing. They also advise new members how best to set up their nations so become financially stable. It is headed by the general of finance, called the executive finance, and has no current sub commissions.Department of internal affairs is charged with running elections and bringing new members up to speed in the alliance, it is headed by the general of the interior. It has no current sub commissions.Department of foreign affairs is charged with handling the alliances dealings with other alliances, headed by the general of foreign affairs. It has the sub commissions of secretary of communication which deals with embassies both abroad and foreign embassies on our home forum, and the secretary of defense which oversees the alliance military. The secretary of defense, general of foreign affairs, and commandant can issue a draft if all three unanimously agree. This forces all members that are not beige to recruit a set amount of soldiers, tanks, or planes if they are able. These units may be disbanded after the draft is repealed. Drafts cannot last longer then two weeks unless a state of war exists. The last sub commission is the secretary of enrollment, this is tasked with bringing new members in the alliance and is constantly recruiting players to strengthen the brotherhood.Commissions may be added by the commandant or the senate and sub commissions can be added or removed freely by the generals in charge of the commission. Whoever added the commission/sub commission must also update the charter with an accurate depiction of its role. Not only is the text big but it is bolded and right aligned, all problems that, by themselves, arn't to much of a problem, but when combined is like adding several tankers full of gas onto a fire in the middle of a Californian forest during the worst drought in history.
