Why not make it for nations over 1500 score can make an alliance it gives them more incentive to grow and then make an alliance as they are over a certain size. Why not introduce something like a silver credits. It would be half the price of the normal credit to buy. This then means you can buy flags for nations or the alliances and purchase the anthem ability. Then use the gold credits for resetting the city clocks and all other parts you can buy with gold ones currently.
