Once nations reach a certain city count, they should lose the ability to produce refined resources. if they can no longer produce refined resources, supply will be choked. inflated prices will naturally occur which helps smaller nations grow better. Obviously the number of cities that would be the limit can be changed as need be. All hail normanlandia, savior of our market!
