What exactly is the penalty if you don't have any of it? Really, what's the benefit of this thing other than simply being faux-food? On topic, I personally like that idea better (the one you linked), with the random rain and the population dying off, if you ran out of water. You produce more food in summer. Less in winter. More water in winter. Less in summer. Also water would be tied to land, pollution, and disease. This would change the way nations build. Water should be used to speed up production of resources and military. "Water-cooled machinery and factories." It would become the second version of munitions, but building up and pre-war.
