What does it do?

How do you extract or produce it?

Is there any limitation to which nations can produce it, or is it globally available?

What exactly is the penalty if you don't have any of it?

Really, what's the benefit of this thing other than simply being faux-food?

Can we carbonate it and bottle it with tons of corn syrup to sell to other nations?

maybe we should divide the category of each resources into subcategory like

 

Food: Meat, vegetable, fruit or wheats, Barley, Corn, Bean etc.

Water: Basic Unit for life

Steel as: Carbon steel (for infrastructual slots), alloy steel (tanks, guns)

lead: arms, prevent radiation (which means leads should be consumed in nuclear plant usage as well)

Oil: Gasoline, plastics

People don't know how to search for previous topics, it's a fact of life.

 

On topic, I personally like that idea better (the one you linked), with the random rain and the population dying off, if you ran out of water.

You produce more food in summer. Less in winter.

 

More water in winter. Less in summer.

 

Also water would be tied to land, pollution, and disease. This would change the way nations build. Water should be used to speed up production of resources and military. "Water-cooled machinery and factories." It would become the second version of munitions, but building up and pre-war.
