And when you bomb infrastructure, you could target hospitals and churches and day care centers. Or maybe we should leave civilian deaths out of it and just acknowledge its a game and we don't need that level of (gruesome) detail. Calculating the lose would be a bit tricky though as citizens/infra also relies on things like land size, crime, polution, and disease.
