I'm under the impression that whoever is doing the spam is someone who is part of the community, and is just getting a good chuckle out of it. Someone has to be manually creating the forum accounts, and I don't think changing the anti-bot measures will prevent that. It's also very easy to ban any account and remove all of the content they've posted, so the only reason that spam will appear for any extended period of time is if there doesn't happen to be anyone around. More likely someone spent the time to figure out the anti-spam answer and then posted it on one of their boards. You can always check by googling the thread titles.
