I found with our forums when using reCAPTCHA it didn't actually stop the spammers. Might be worth upgrading to reCAPTCHA 2 (The one you use in-game, with the checkbox). That actually worked for me and blocked all of them surprisingly. I believe you can do this with IPS3, I can't remember for sure though, it might've needed a plugin. Or update to IPS4 as it's mostly stable now (4.1.14 has official PHP 7 support, yay). Are these forums using IPS' anti-spam service? Generally that's pretty good. If it's enabled, maybe try to increase the strictness? If not, stop injecting yourself with marijuana and enable that !@#$. If it were a community member, they'd most likely be using a proxy/VPN/Tor, and 9 times out of 10, that IP is usually blacklisted on spam services which would mean IPS' anti-spam service would flag them as spam on registration. Dunno, I'm sure you've looked into it.
