Common criminals shall be given the opportunity to lower their sentence by engaging in unpaid hard labor on construction of infrastructure projects such as road-building, as well as the settling and colonization of remote undeveloped parts of the country. The system shall be overseen by NARPOL. 2. a) Conscription is to be expanded. Army officers are to be embedded in schools beginning with primary through to middle and high, to ensure the disciplined education of pupils and preparation of the young for military service. At age 17 after high-school all Velikan student shall be legally compelled to enter full-time military service for 5 years until the age of 22, after which time they may choose to; - stay with the Army as full-time employment - enter the workforce - enter higher education, such as specialized technical education or the arts b ) All Velikan citizens aged 22-60 who are not career soldiers must serve one month a year of mandatory military training, to make sure they are kept ready for a possible call-up. 3) Women are exempt from military service, but may serve in women's units in a part-time or full-time capacity. 3. In the workplaces, various reforms have been made to increase production; a) Wages and salaries for workers have been raised in the following areas; - Arduous and menial physical labor, such as mining and construction. - The most vital sectors of the economy (ie coal, metallurgy, fuel, engineering etc). - The armed forces, especially the officer corps. b ) Effective immediately, a longer 6-day working week is to be introduced. c) Bonuses for workers who overfill their quotas are to be increased, as well as for managers who run particularly efficient and productive enterprises. c) Armed NARPOL officers are to be stationed at factories to enforce discipline, ensure output quotas are met, and to root out idling and dronery. 4. On the issue of trade, the State wishes to pursue a general goal of autarky; a) Maximization of national resources such as iron, coal and lead by large investment in those resources. b ) All foreign trade to and from Velikan ports must be carried in Velikan ships. c) Development of synthetic alternatives to commodities which Velika lacks, such as synthetic oil. d) Subsidies on all exports. e) Gold is forbidden from being exported. d) Prohibition of importing most consumer goods, except for the purpose of developing nationally-produced equivalents. 5. The State has begun measures to increase the demographics of the country; a) The following medical procedures are henceforth banned under all circumstances; - vasectomy - hysterectomy - abortion b ) Selling or giving away of contraceptives is prohibited. c) Paid maternity leave of 12 months or more is granted for all women. d) The State shall pay a subsidy of 1000 dinars to families for a child, doubly for every child up to 10. c) Motherhood shall henceforth be treated by the State as a full-time occupation with a salary and all the benefits of a worker. 6. In an immediate effort to root out dangerous petite-bourgeois anti-social behaviors corrupting and corroding the Nation (particularly the Youth), the following have been prohibited; a) Disco b ) Rave c) Punk culture d) Homosexuality e) Transgenderism 7. The construction of more than 500 radio-jamming towers across the country, supplementing the already 200 already in existence, in order to prevent foreign radio stations broadcasting illegally into Velika with counterrevolutionary propaganda. The People's Army shall form a dedicated Radio Jammer Division to operate these stations and track the origins of the signals. 8. Every public building (school, gymnasium, office building, bank, shop, etc) must have both a bust of Karl Marx, Friedrich Engels or Vladimir Lenin, and a portrait of one of the former, to demonstrate loyalty to the Party and the Marxist-Leninist guiding ideology. The general implementation of autarky will lead to self-sufficiency, both in social and economic interest of the state, while ensuring the Marxist-Leninist thought is upheld and not undermined by any western imperialistic states or revisionist. AiOS Posted May 20, 2016 Share Posted May 20, 2016 In response to the new restrictions placed on the free exercise of international commerce by the Government of Velika, specifically section 4.b which calls for "All foreign trade to Velikan ports must be carried in Velikan ships.", and section 4.d which calls for "Subsidies on all exports.", the Athretvar government has imposed the following temporary reciprocal regulations— 1) To protect the rights of Athretvar ship-owners and marine cargo transporters, all Velikan goods being imported into Athretvari shall be carried aboard Athretvar ships. 2) To prevent the dumping of Velikan goods on Athretvar markets, there is a tariff on Velikan goods entering Athretvari, equal in value to any subsidy granted by Velika to its exports to Athretvari. Andrezj Kolarov Posted May 20, 2016 Author Share Posted May 20, 2016 (edited) I'm afraid that the shipping rule is non-negotiable, it is not intended as provocation but as a measure to stimulate development of Velika's national shipping industry and to ensure the State monopoly on foreign trade. We're willing to negotiate the specific arrangements vis-Ã -vis shipping costs, but we will require all foreign states which wish to import Velikan goods to have them only transported by the Velikan merchant fleet, and visa versa.
