If you see a white area, it's yours to claim. However, no Russia-sized nations would be allowed. Try to give everyone a good amount of space for their nation as well. Expansion/colonization of other unclaimed areas would be allowed after a while if you see no one has claimed the land you wish to take. You can treat RL nations as still being there if you wish.
