If the other side already has your CB then why not share it. I know you claim to be hiding the identity of someone but if the otherside have it then they know the identity... so the only people not in the know are... the neutrals and people that you claim are being used. Might not Bollocks and co. be a little miffed at being kept in the dark if there is a legit CB?

Down declares do seem absurd but I dont like the timer idea( get rid of the buy and sell one too). We would have to restrict up declares to if we were to nerf down declares as the current proposal makes me think that we are just going to make up declares the problem How many cities can a opponent have before we consider it too much though? Did any word come from the great sheep about this issue? I can see the value in making city count the main focus of determining NS. If a nation that has been ZMd either get help from alliance/coalition members or if they can't maybe your alliance should look at peace of some form?(assuming it isn't an isolated case but a general collapse) The game should encourage is quick decisive wars that allows for fast recovers and then another war relatively quickly.

Everyone voted in or out for different reasons... some voted out for the reasons you have pointed out but for others it was a case of our friends and allies asked us to. It could be seen as the paperless philosophy having an impact on how alliances view their treaties I suppose.

To be fair to Pantheon it wasn't like OO or Syndisphere was planning to attack or desired to... so Pantheon had to start this whole thing with little warning... it could take 3 days for a big alliance to mobilize to a surprise attack, specially for their first time fighting together
