Perhaps the most suspicious thing about this is that the nation's name and leader name just so happen to be the acronym of the alliance (Orbis Investment Group). I would definitely say O-I-G is a multi of someone lol.

Current average city count (based on the top 46,000 nations by city count) is 5.77. 0.25 * 5.77 = 1.44, which rounds to 1. I think you've drastically underestimated the hordes of nations with few cities lol. The current highest city is 55. 0.25 * 55 = 13.75, which rounds to 14. (Just throwing these numbers out there for reference and because I like math)

I don't really see the point of this tbh. Treaties are meant, in game and in real life, to depict friendly relations. If you can think of a purpose behind this type of treaty, then I'd love to hear it.

I'm not opposed to this idea, but from a logistical standpoint it might be a tad complicated to implement and cause further strain on the servers (considering every time a spy op is done, the game would have to check if your spy is in the nation performing the attack and if so, whether or not it gets killed when their spies get killed etc). I would definitely add this to the list "Things I wouldn't mind seeing, but probably won't or at least won't for a while."

I'm all for added QoL/roleplay things. Meh. If this were to become a thing, it would have to be pollution rather than radiation. The player can do something about their pollution level, but they cannot really directly affect their radiation level. I don't have oppositions to most of these, per se. My main feedback would be that the ones improving attack strength should have a con (i.e.: reducing strength of another attack) and that the PoW one should be scrapped since someone immense triumphing you in a ground attack (usually because they already have a superior military) shouldn't be compounded by them robbing you of some of your soldiers. Disagree. Missile and nuke costs are fine how they are, in my opinion. I don't like suggestions like these in part because they give an unfair, uncounterable advantage to those with the project against those without the project and in part because larger nations are more likely to have these projects than smaller nations and that exacerbates issues with down declarations. Meh. Baseball is has a niche community of users as is, so it's not worth it imo. Kind of pointless, in my opinion, and basically just rewards people for doing nothing (yay, you beat an inactive nation). Also kind of pointless, in my opinion. As someone else pointed out, you can just play this and whatever other games that exist outside of PnW itself with members of the community on Discord or elsewhere. Well... that's my two cents on these ideas.

As a general rule of thumb, infra should be bought in multiples of 100 (100, 200, 300, 400, etc) and land in multiples of 500 (500, 1000, 1500, etc). For max efficiency, though the difference between this and the rule of thumb I just mentioned is generally negligible, you would buy 100 infra at a time or 500 land at a time until the amount you have left to buy is less than that. That section of the tutorial is primarily to help you become accustomed to infra and land purchasing (among a few other things) and getting you up to what is usaually considered the "minimum" amounts of infra and land.
