In regards to you not having discord, it's basically impossible to organise an alliance of anymore than 5 people with no discord, as gov basically shuts down cause of the impossible communication between gov without discord. Secondly it's impossible for members without discord to access a guide or even ask basic questions.

Treaties I believe are more of a formal declaration of the state of relations between nations, being at war is a clear indication of the relationship between nations. I imagine for a lot of people it's hard to figure out who is at war, which is vital to analyse the geopolitical situation of orbis, and also vital for new players who want to first choose an alliance to know the state that the alliance is in, as joining an alliance in a time of war is a very bad thing to do
