If you have all your baracks full, you can't sell the infrastructure connected to your barracks because your soldiers are there and they would have to be decommissioned. But you can sell the soldiers and barracks. If you are worried about raiders, dump the cash in an alliance bank, and transfer it out. This is easily game breaking.
