I would like to increase it to at least 18%, but I am currently hoarse from a bout with wolves in the arctic, so I cannot yell out a decree to my idiot citizens. I felt it was better to do it this way so that folks could change their nations to reflect how they wanted them to be, without having to worry about min-maxing to get an advantage over other players.
