I was attacked, lost the factory and 250 tanks according to the message. I did a ground attack and lost a few tanks, went to rebuy and it said only a negative buy amount was available because I never lost the tanks. So like I said in the OP.. I did not gain units from being attacked, I merely did not lose the units to my new cap once one of my factories was destroyed in the naval attack.
