Won't having more spies mean that you can catch and kill more spies? In a country filled to the brim with spies, all we have to do is shoot at a random person, and we are bound to have downed an enemy spy. But when we only have 10 spies in the country, the chance of your spies randomly shooting and somehow killing an enemy spy is much much lower.
