Well if you want to implement something faster just use what we features we already have like Projects. And every turn introduce a new variable "Future Science" score. Each Science Project that we have will SLOWLY add "Future Science" score per turn. What it does later is whatever. But I am thinking countries with a high country science score should make everyday lives/military more effective somehow. Or if you want to implement something EVEN FASTER that's sort alliances by Avg. Score A 10 min thing at most.

Just to let you guys knows. It is already the year of 1990 in the game time. I believe space program is the next thing that makes most sense in this game.
