Aside from making it cheaper to build cities under say, c30. I don't know what would be a legitimate solution. Whales tend to be long term players that have been here since the beginning and the game is built in a way that time is what enables you to reach the high-end of the city spectrum. Unless cities become cheaper there is no way to catch up to people who have a 3/4 year head-start when it comes to nation building.
