Our government is the Witch Council. It does include some members of the Senate though (Saeko Ami, Natsume Maemi, Kasaya Mizuki, Dusk Nocturne, Kihara Tomoko). Geass is a power possessed by low-level witches. Higher-level witches don't have a need for it. Considering we have angel friends from the Great Court of Heaven, I would assume so. Not that we know of. You would know more than we do. Why do the Rokkenjiman ladies have so much more class and fashion sense than those from the GMR? The previous rulers of Rokkenjima, the Ushiromiya family, were a rich and high-class family.
