Could do something where infra upkeep requires resources that scale exponentially with the amount of infra you have rather than a linear amount. Would make it more difficult and expensive to get more than 1 or two industries going in a city. That way we would continue to use resources in peace time as well...

People were probably expecting them to be able to be able to finally topple the big bad syndisphere bullies. Then they couldn't even get through Rose and Pantheon despite having more members than us combined and our two reputations for sucking at war. I mean sure they did better than some alliances but those alliances had virtually no expectations to begin with. I mean when VE goes to war and launches a two man blitz, it's not really a let down, it's just the way of things...

I meant it more in the sense that you raid people who are semi inactive or holding a shit military, not that you wait for the alliances as a whole to be weak.

Considering most alliances could easily fund their new members to 5/6 cities before they even leave beige (psst that 200-250 score minimum​ and not even counting infra ) I'm really curious what you plan on doing at the 100 score range... Basically your only viable targets are 1-2 city people who quit right away, had their time on beige expire, and have no money... So uhh what's the plan here?
