In most cases if they left during a war, I'd consider them untrustworthy. It seems logical in theory to let untrustworthy players in because they can still serve as meat shields and tax farms for no cost. But in practice, it seems like the alliances who inflate their stats like that without the real power to back it up get crushed every time. Maybe it's because they look much more threatening than they really are and get ganged up on. Maybe having so many bad members just breeds malaise inside the alliance and drives good members away. If I had an alliance and my only goal in this game was to get the most cities for me and my friends, only then would I do it.

I guess Fraggle won Politics and War when she came up with the zero infra farming and nuking build. No one could damage her, she could occasionally launch a nuke and damage other people, thus she could only win and never lose.

If GPA is letting themselves get bullied, they're weak, let's roll them. If GPA are being bullies that's not very neutral, I think they should be rolled. The point is, roll GPA.

Politics and War is a competitive game about politics and war. The fun of this game comes from building alliances, making friends and crushing enemies, doing anything to get the edge in an endless struggle for supremacy. But what happens when the best way to 'win', the best way to reach the #1 spot, is to abandon all of that and sit around playing Farmville? No, not even Farmville - !@#$ing slow motion Cookie Clicker. Then we're in an absurd situation. The exciting struggle of politics and war has no point, because it doesn't make you more dominant, and dominance has no point, because it's just a high score in a garbage game of Cookie Clicker. As neutrals prosper, everyone else must slowly becomes more of a pixel hugger in order to maintain their position in a game that we all care less about every day, until finally we log out and leave our 30 cities and 150,000 infra to gather dust in a dead game that we spent years logging in to but never once played. Neutrals are like a virus or a cancerous tumor. If they're not fought against, they have the power to grow and spread, and take over and strangle the whole system. Exterminate them all. Exterminate them as early as possible.
