I just thought of this so it's not very refined. There is much anorthite on the Moon, which is very similar to bauxite.....there is a lot of iron on Mars.....biodomes for food....wireless solar stations for power. Perhaps treat them as a special category of "city" which would represent Lunar or Martian colonies and essentially be for resources. They would be completely separate from our Orbis bound cities, and would need to be considerably different. You don't need barracks or banks or stadiums or what have you on Mars or the Moon. Our colonies on other worlds would also not be in the path of any reasonable war, so they'd be insulated from attack(unless some weird space war thing was implemented too or we just didn't give a damn). Trying to make them as realistic as possible would kill any sort of hope for space faring in PnW imo....no one is going to invest the resources needed for a space program without any tangible payoff. Of course accessing these lofty realms would require a fairly large investment on your part...in the form of a "Space Program" National Project and the cost to set up the actual colonies.

I'm not really familiar with the politics behind this GPA kerfuffle but I cannot pass up a good opportunity for a Futurama reference.
