Edit 2 : Okay I should clarify, what I got out of Borgs message is that this bot is telling him exactly when your logged in, exactly when you buy military etc, that's more or less what I assume Borg means, if it's just notifying him of a war dec then that's whatever but that's how I took it. I like the idea except for this. Instead it would be better to have the radiation sorta offset the infra. So like if you nuked a 1500 infra city (under your idea) and do the 500 infra and whatever military that was targetted instead of what you've suggested it would say take off an extra 250 infra, so while they're still at 1000 infra the radiation works like they're at 750 and slowly "restores itself" to full capacity.

What I've learned is Phoenyx gets especially loud right after he's been attacked. It's an ongoing trend, and apparently works weather he's the aggressor or defender. Guess I did learn something.
