If you have hospital in your nation, and you're in war, the hospital could essentially reduce the morality rate in a war by saving soldiers from death by healing them from injuries, etc. Good idea, though to add to it, maybe a number of soldiers will die during a war each turn from disease if based on your disease rate of each city.
