Edit: And I can't be sure about this part, but I think power was tied into the upkeep of military so that if you were unpowered, or unable to pay upkeep, you couldn't launch any offensive wars. Any improvement that has this icon: in its improvement category needs power to do anything besides cost you upkeep. The basic Resources category, where you'll have things like Farms, Oil Wells, Iron Mines, Coal Mines, Bauxite Mines, Lead Mines, and Uranium Mines do not require power to operate, and you can produce those resources without power in your city. In terms of taxing your citizens, they'll get taxed regardless of whether a city is powered or not, however, commerce improvements increase the average income of your citizens and so if you have some of those but your city isn't powered you'll see a drop in your revenue because your tax % is coming out of a smaller paycheck. The latter. There is no difference in power requirement between a city of measly 3 farms and a city of three steel mills plus five factories. If both cities in this scenario have the same amount of infra, then you'll have to power that much infra for them to count as powered.
