I mean, besides the part where it would disincentivize buying credits and overall be completely broken, it's not that bad. Stealing resources on the other hand could be balanced. It'd be a temporary blockade though while the ports are getting fixed. If the spy operation actually made a decent amount of money (more than the cost of the op), everybody would overuse it. If it was too little (less than the cost of the op), nobody would use it.
