R&R Forums, Gov, and Charter

Well, it finally happened. R&R moved to a different game. You probably saw our announcement a little while ago. But did you know we set our forums up? Check ‘em out, http://www.rnr-alliance.net . 
 
To celebrate we got a keg (and some chardonnay for WarriorSoul) and cranked the dial to 11. We hit turbulence, things got broken, somebody started a nerf war, and things got sufficiently out of hand. Before we knew it we blacked out so hard we thought Y2K had come 16 years late. When we woke up, we noticed two things. We all have splitting headaches; and DemonSpawn, GreyOps, and I somehow got elected as triumvirs. 

 

We also went ahead and passed a charter:

WE, the nations of the R&R Alliance, joined by bonds of friendship and trust, pledge mutual economic support and defense from any enemy that seeks to harm this alliance or its members. We pledge to follow the directives of the leadership that we have elected.

 

WE, the government of the R&R Alliance, in order to serve our constituents and allies, pledge to lead this alliance to the best of our abilities; recognizing that we are the face of this alliance and therefore treating all nations, both foreign and domestic, with integrity and respect. We pledge to listen to the concerns of our members and put the good of the alliance over personal gain.

 

ARTICLE I

Joining the R&R Alliance

1.)  Any member wishing to join the R&R Alliance shall apply in-game and file an application on the R&R forums.

2.)  A member with appropriate authority shall accept the application or bring the application to the government for review.

3.)  If accepted, that applicant will be a nation of R&R, with the rights, privelages, and responsibilities that entails.

4.)  All members shall reside on the R&R Alliance affiliation and team color selected by the triumvirate.

ARTICLE II

The Government of the R&R Alliance

1.)  The government of the R&R alliance shall consist of a triumvirate—three members that have been elected to lead the alliance for six-month terms.

2.)  The triumvirate is responsible for the well being of the alliance, and all that it entails; including:

                         i.         Appointing and governing a bureaucracy to manage alliance affairs.

                       ii.         Sign any lower-level (non-mandatory) treaty with any alliance.

                      iii.         Submit higher-level (mandatory) treaties to the membership for ratification.

                      iv.         Cancel any treaty.

                       v.         Pass any decree, bill, or law.

                      vi.         Review legislation proposed by the Membership.

                    vii.         Submit a charter amendment to the membership for ratification.

                   viii.         Submit a motion to declare war to the membership in the event that a declaration of war is not mandated by treaty obligations or a direct threat to the R&R alliance.

                      ix.         Declare war on any alliance that attacks R&R.

                       x.         Declare war in defense of an ally.

                      xi.         Declare peace with any alliance that R&R is at war with.

                    xii.         Remove or sanction any member of the R&R Alliance who is in violation of this charter or any passed legislation, by unanimous vote.

                   xiii.         Vote on the acceptance of any returning member.

                   xiv.         Moderate the Alliance Bank.

3.)  Additional members may be declared to be in “government†positions by the triumvirate; acting at the direction and discretion of the triumvirate.

4.)  Take actions to respond to situations unforeseen at the ratification of this Charter.

ARTICLE III

The Membership of the R&R Alliance

1)   The membership of the R&R Alliance includes every person that has had an application approved and has not left or been removed.

2)   The Membership of the R&R Alliance shall have the power to:

                         i.         Approve any higher-level treaties submitted to them by the Triumvirate.

                       ii.         Approve declarations of war as submitted to them by the Triumvirate, in the occasion that submission is necessary.

                      iii.         Submit to the triumvirate any member who does not hold to the policies or principles of the R&R alliance for review.

                      iv.         Ratify any amendment to the charter submitted to them by the Triumvirate.

                       v.         Submit to the Triumvirate any law, decree, or treaty the Membership would like to enact.

3)   The Membership shall have the responsibility to:

                         i.         Fight in any duly declared war as directed by the Triumvirate or other Government Officials

                       ii.         Aid alliance members as directed by the Triumvirate or other Government Officials

                      iii.         Maintain activity intervals of seven (7) days or less.

                      iv.         Reside on the color directed by the Triumvirate. Nations are required to change from beige to the selected color before beige expires.

                       v.         Maintain adequate military personnel and equipment to discourage raids and maintain fighting readiness, at the discretion of the Triumvirate.

                      vi.         Make deposits to the alliance bank as directed by the Triumvirate or other Government Official.

ARTICLE IV

Voting

1)   All public votes and ratifications shall be conducted in a designated voting forum.

2)   All votes shall last 24 hours.

3)   All votes shall require 67% or greater to pass.

Article V

Leaving the R&R Alliance

1)   Any member who wishes to leave the R&R Alliance shall do the following:

                         i.         Post in the resignation forum or notify a Triumvir of their intention to leave the alliance.

                       ii.         Remove the approved “R&R†alliance affiliation from their nation.

2)   After these steps have been completed, that person will no longer be considered a member of R&R.

Article VI

Expiration

1)   This charter shall expire on Friday, July 8, 2016.
