I am here today, to announce the signing of the ESUA, or Environmental Standard Upgrade Act. In short, I put in place reforms to the old Enivronmental Standard Act, which was becoming old and insignficant. This upgrade has paved the way for lower carbon emissions, and overall bringing us closer to a completely carbon-free Hungadada. As of the end of this year, the government will invest over $15,000,000,000 (billion) into the carbon-free car and automated car industry, which is growing at speeds that were only dreamed of previously. Also, at the end of this year, car dealers, and car buyers will only be able to buy cars that produce no carbon gases or other harmful gasses. Although regular cars will not be banned outright, their sale will become illegal. This will allow for a gradual decrease in petrol and diesel cars, and allow you to transition to a eco-friendly car. This includes a large selection of long-range electical cars, hydrogen powered cars among other new developments. New electric car charging stations will be built, alongside a major increase in other electic capabilites. The new reforms also ensure that storage of industrial byproducts becomes more stringent. This will ensure the continued protection of our waterways, our groundwater and the environment. As Hungadada uses only nuclear power, the new reforms further ensure that nuclear waste is being treated and handeled in ways that protects the environment to the fullest. The government will also build 2 plants to help convert nuclear power byproducts back into nuclear fuel, and also begin working on converting un-usable nuclear fuel into a fuel for Titan fleet. ESUA also makes sure that government builings, big offices and other large buildings and factories are getting their power from at least 30% renewable resources. The government also aims to begin slowly limiting the sale of ineficcient lightbulbs, and promote the use of LED's. Hungadada has formally submitted its vote of yes to allow the EU and IPSO to merge together to create a stronger union. EU Departments will work under IPSO, and the EU will be dissolved in other ways. Hungadada looks forward to joining hands and standing alongside its allies who also moved from the EU to IPSO, and hopes to make new allies in IPSO, as well as further out on Orbis. Hungadada - Thundera Hungadada and Thundera have also revived their old trade deal, and are now trading pharmaceuticals (Thundera) for Vehicles and Electronic Equipment (Hungadada). The deal is worth around $20 billion, and re-unites the two allies. Thundera and Hungadada also signed a Freedom of Movement treaty, which now allows the citizens of both nations to travel visa free. Hungadada - The Evenstar Hungadada and The Evenstar also revived their old trade deal. Following some discussion between to the two leaders, it was agreed that the trade deal would be revived, to allow Hungadada to trade military goods in return for general consumer goods from The Evenstar. The following document is being released by the EU, to serve as a public information document, to inform Orbis of the events and discussion that took place at the European Union Emergency Summit in Port Royalty, Hungadada. European Union Emergency Summit Official Press and Public Release Submitted by EU Press Department Under Authorization Foreword -- The European Union Emergency Summit (EUES) was called for in Port Royalty following the sudden deaths of Empress Wolfie, Emperor Napoleon, and King Zafri. EU leadership saw these deaths as a threat to the future of the EU, thus a summit was called for. Hungadada, Prussia, Chernigov, France (boycotted originally), the Second Empire, and for a short time, The Ruhr, all attended the summit, and fruitful discussions emerged. -- Day 1 Topics: France - Sweden Political Fallout, NATO Intervention in West Africa -- On Day 1 of the summit, the major topic was the status of the France - Sweden political fallout, following the issue of the Bahamas Islands. France had taken the decision to boycott the Summit, as Sweden had been in attendance. Discussion between Hungadada, Prussia, and The Second Empire resulted in the combined decision to diplomatically pressure France and Sweden into attendance, to discuss their difference and begin negotiations. Hungadada acted as mediator between France and Sweden privately, to sort out differences. Although France later gave up its claims to the Bahamas, the resulting fallout resulted in the ending of the Franco - Swedish Union. Following the aforementioned discussion, NATO Intervention in West Africa was brought up by Prussia. The EU views genocide as a horrific and disgusting crime, and it was immediately decided that urgent action had to be taken. Prior to the summit, NATO had offered its forces to aid the French Forces already in West Africa. As a direct result of the France - Sweden Political Fallout however, France had refused NATO aid, citing "interference in a French problem from Swedish hands". NATO is made up of all EU member states. The decision was taken to bar Sweden from taking part in the NATO task force, to ensure aid was rendered as quickly as possible. France accepted the resolution. The Second Empire brought up the issue of providing aid to the victims of the genocide. It was agreed upon, that alongside the NATO task force, humanitarian aid would be sent in. The aid effort would be spearheaded by The Second Empire. These talks concluded Day 1 of the Summit. Day 2 Topics: Cyber Security, EU Security and Intelligence, EU Infrastructure: Hyperloop --- Cyber Security became a major issue on Day 2. A major cyber attack on French infrastructure and a DDoS attack on the DSDH Public Server caused immediate concern regarding the strength of cyber security in the EU. It was decided that each state shall do its best to review and upgrade government servers, and fix any holes in security On the topic of security, Hungadada brought up the lack of intelligence sharing among member states, which is critical to security as a whole. Hungadada proposed creating EUROPOL, the EU's Police and Intelligence department, which will handle all intelligence concerning the EU. The Emperor described the functions of EUROPOL like this: "In response to this situation, HIS has suggested a creation of a European police force or Europol, to help ensure smooth communication of intelligence, so greater security can be provided. Europol should function as a "middleman" (so to speak). All intelligence concerning the wellbeing of a fellow member state or the EU as a whole should be passed on to Europol, who, in turn, will share the relevant intelligence with the applicable states. Europol will maintain a comprehensive data base, where a copy of all intelligence passed through will be stored, should it ever need to be called up for revision or for detailed analysis." EUROPOL was agreed upon, and will be headquartered in Rome. Chernigov also brought up the topic of progress on the EU Hyperloop Project. France announced that Paris and Berlin had been connected. Hungadada announced that it was planning to upgrade the current Franco - Hug Tunnel to Hyperloop capabilities to connect Port Royalty and Paris. Chernigov further announced that it had made good progress between the Chernigov - Constantinople line, and said that they would connect Constantinople to Rome. Construction on a Kiev - Gothenburg line was also agreed upon. Overall, the EU plans to have the TransEuro Hyperloop Line completed by late 2012. No plans were announced to connect The Second Empire, The Ruhr, or Prussia to the line as of yet. Finally, the EU agreed to move ESA Headquarters out of Russia into Chernigov. Day 3 Topics: Future of the Union The Future of the Union was discussed on the final day of the Summit. Plans were announced to look into areas which may threaten the stability of the Union, such as civil wars, political instability, etc. It was further decided to create a "treaty web" which outlined every treaty with every member state within the EU, with (more importantly), which member states had what treaties with other nations. The DSDH Public Server was subject to 5 waves of intense Distributed Denial of Service Attacks (DDoS), and resulted in over 780 GB of data being stolen. An investigation is underway, and the Emperor and Cabinet have been briefed. SECURITY RISK The DDoS Attack was carried out on the public server, thus the security risk to the nation is significantly reduced. Any data that has been stolen was or was in the process of being released to the public. However, DSDH Security Technicians noted that the attack was highly sophisticated, and could be replicated onto secure government servers. This warrants an immediate security risk, and emergency cyber strenghtening protocols should be established. CURRENT STATUS As of the publishing of this report, the DSDH Public Server has been cleared of any attack. The DSDH is currently investigating the attack alongside the MoT and HIS. The DSDH has taken down the Public Server, and is working with the Lionsgate Police Cyber Crimes Unit to establish the people responsible for this attack. SUGGESTIONS DSDH Security Technicans suggest an immediate taking down of all government websites critical to the Hungadadian Government. Hungadada was informed today that France has ended its boycott of the Summit. A French Delegation was welcomed with open arms, and fruitful discussion was made.

Office of the Emperor Statement Hungadada is extremely concred following the fallout between France and Sweden. We strongly support talking between the two countries, to resolve any issues. Furthermore, we kindly request that France do reconsider its boycott to the EU Summit. The summit is a matter of significant importance, and a conflict regarding islands should not prevent vital security (in light of Empress Wolfie's passing) and economic talks from taking place. We invite France and Sweden to discuss their issues at this summit.

Hungadada has prepped Operation Thistle to respond to secure West Africa. 15,000 troops are expected to be sent, along with 60 aircraft, 1000 tanks, 2 aircraft carriers, 3 destroyers. The Hungadadian Red Cross is also preparing food and medical supplies.

Hungadada will be hosting an emergency European Union summit in Port Royalty. The EU currently is in the midst of chaos as it tries to regain footing following the deaths of Empress Wolfie, Emperor Napoleon and King Zafri.
