You raided the NCR. They countered you. Demon Lord wanted to merge NCR into TFK. NCR said they'd nuke your nation, as they were countering you. TFK counters NCR's counters and adds an additional 4 unprovoked wars + 1 the one counter countering a counter. NCR in turn declares its own wars.
