Interesting, I assume you mean the debate on it's usage in general. I don't think people really mean the true meaning of the word when saying "oh you or that is retarded". I don't see why people get upset when it's used mainly because of this reason, however if you are talking to someone with a disability and then choose to say "you are retarded"...that is when it's a problem. Plus who gets to decide who can or can't use specific words? Freedom of speech people!

Not really, generally what happens when we try to enforce them is cause things to get worse (embargo, etc). Only true way to enforce would be to invade them and who really want's that responsibility?
