I don't care. Not about drugs or drug users. I do care about having to pay 50k a year in taxes to support each inmate, some of whom might be in jail solely for drugs. Most states now spend more on prisons then education.

Contestants watch the bombs hit crowds of protesters and have to guess the casualty count. If they estimate over, they loose and are fed to a Kraken on the spot. The one who estimates the closest without going over gets a prize.
The game show is called "The Kills are Right" and is a big hit among the Ironborn.
Just to add, any investor in the bank has a vested interest in making sure debtors pay. So if the Bank itself lacks forces to wage war, I'm sure the investors might be willing to help out.
