Honestly, smaller alliances would still be afraid to fight larger ones Even if they won, the large alliances have the power to hire other alliances to pursue the raiders, and that wouldn't be much fun Plus the large alliances have the power to funnel enough money to their lower members to crush raiders Trust me, I was involved in one such caper
