  3. The Teutonic Order hereby declares its existence. At 16 members and #35 on the leaderboards we set off on a journey we all believe in. We’re also in partnership with the European branch of the Syndicate, hoping to forge a bright future for the Teutonic Order. For the sake of taking up space, here is our Code of Arms: The Teutonic Order ~ Code of Arms i.Preamble The Teutonic Order is an alliance founded upon the principles of individual freedom, safety, prosperity, and hospitality. To maintain those principles we ask every member to show respect for all nations in the Teutonic Order. These principles may also be extended to friendly and/or allied alliances. The Teutonic Order is a peaceful alliance but will defend its sovereignty until it can fight no more. ii.Membership Any nation wishing to join the Teutonic Order must first apply on our forum. You must also not be in another alliance or be taking part in any wars against another alliance. The leadership of the Teutonic Order may implement additional application requirements without notice before any nation is approved as a member. A.Freedoms Each member, known as a Knight of the Teutonic Order, has the liberty to exercise freedom of speech, expression, association and belief. However if you are being rude at a considerable level to any member, your rights will be revoked and you will be removed from the alliance if deemed necessary. We expect all members to abide by this in public as well, be it IRC or Orbis Forums. B.Raiding Policy for the Teutonic Order: Members of the Teutonic Order are not allowed to raid any nation residing in an alliance with 10 members or more. Nor can they raid members of an alliance with open diplomacy with the Teutonic Order. In the event that the raid proves disastrous, all nations are responsible for their own actions and no members are obligated to help in any form. IMPORTANT: The Teutonic Order will NOT pay reparations to nations raided by our members, if you have any concerns please contact the Crown of Diplomacy or the Hochmeister. iii.The Government - Chapter of Crowns A.Hochmeister (Grandmaster) - Leader The Hochmeister has the final say in all matters. They must see to it that all matters are resolved and the Government continues to function properly. The Hochmeister must choose a Großkomtur to be first in the Line of Succession. B.The Großkomtur (Magnus Commendator) - Vice Leader There will be one Großkomtur in the Order. They have the same authority as the Hochmeister in the event the Hochmeister is absent or is assigned to a particular situation by the Hochmeister. However, they may be vetoed in a decision by 2/3rd vote if challenged by a Crown. C.The Crowns The Crowns function as an advisory team to the Hochmeister and Großkomtur. The Chapter of Crowns consist of positions in this order; the Crown of War, the Crown of Diplomacy, the Crown of Commerce, the Crown of Hospitality, and the Crown of Academics. Each Crown, as well as the Hochmeister, holds one vote according to their station in the event a Vote is called. The Crowns are responsible for the daily activities of their department, and it is their duty to ensure that all necessary responsibilities are carried out. The entire Chapter of Crowns, being each position in government (Hochmeister and Großkomtur included), holds the power of one vote in any Crown decision. Each Crown is allowed to appoint deputies within their departments with the approval of the Spitler or the Hochmeister. The Crowns and their Duties: Ci.The Marschall (Summus Marescalcus) - Crown of War The duties are to maintain the military requirements and update the threat level based on the current diplomatic climate. Cii.The Großschäffer (The United Schaffer) - Crown of Diplomacy Head of the Teutonic Order’s Foreign Affairs department. Duties include ensuring that the foreign relations of the alliance are secure and ongoing. They make sure allies are well-treated and visited regularly. They are to maintain foreign embassies. Ciii.Münzmeister (Master of the Mint) - Crown of Commerce Head of the Financial Affairs department. They coordinate all aid programs and coordinates trades. At any time they can adjust taxing as they see fit. Only the Hochmeister can overrule this. Civ.The Spitler (Summus Hospitalarius) - Crown of Hospitality Head of the Internal Affairs department. Responsibilities include all activities concerning the general membership, including moderation of the forums and ensuring that the Order’s rules are followed by its membership. They are also responsible for maintaining all guides, as well as overlooking the Academy. They approve promotions of the Knights to the rank of Deputy according to their department for all departments upon request of the appropriate Crown. Cv.The Trapier (Quartermaster) - Crown of Academics The role of the Trapier is to be the primary educator for the Order. As Knights are recruited, the Trapier is to introduce themselves and get the recruit started on the Academy. The Trapier is to work with the rest of the government, especially close with the Spitler, in creating a comprehensive and effective curriculum. Note: For the time being the Trapier will work alongside the Hochmeister and Großkomtur with recruitment. If at any point it is deemed necessary this obligation may be moved to another Crown. Cvi.Deputies All members of the Chapter of Crowns have the authority to appoint deputies with the approval of the Spitler or the Hochmeister. The exception to this is the Spitler, they must obtain approval directly from the Hochmeister. All Crowns are encouraged to appoint deputies but it is not mandatory. There is not a limit on how many deputies a Crown can have. Deputies have zero voting privileges on discussions within the Chapter of Crowns. Cvii.Impeachment of Government Officials Any member of the government may be impeached by the Chapter of Crowns. This, however, does not apply to the Hochmeister. With the exception of the Crown in question, all Crowns will have a vote in impeachment proceedings. In order for impeachment proceedings to take place, a Crown must put a motion to the floor with adequate reasoning. Another Crown must then second the motion. The exception to this is the Hochmeister, who may at any time, with reason, call for the impeachment of a Crown. Impeachment motions can only pass with a 5/6 vote. The accused will have the opportunity to defend themselves. The Hochmeister is not subject to impeachment by Crowns. They can however, be called up for a vote of no confidence by the general membership at any time (Crowns may take part in calling up a vote of no confidence). This vote is nonbinding and the Hochmeister is not required to step down. It is merely a show of public opinion. That said, if there is a majority showing no confidence, it is suggested that the Hochmeister step down and the Großkomtur shall take their place. iv. Additional Clauses A. The Preservation Clause Due to the nature of new alliance politics, power will reside in the hands of the Founders until the Order is in a stable position. Until that time the Founders hold the power to create treaties and evict, appoint, and promote members of Government at will. Due to the nature of small alliance politics, it is wise and prudent to delay the process of Impeachment until the Order is in a stable position. v. Treaties A. Treaty Creation Any and all treaties must be presented to the Chapter of Crowns and approved by a 5/7 vote. Proposed treaties will also be announced to the general membership no less than 24 hours before the vote. This time may be used to get input from the Knights. B. Treaty Continuance Any and all treaties that expire and both parties wish for the continuation of said treaty, must be approved by the Chapter of Crowns by 5/7 vote. C. Treaty Nullification Should the Order wish to nullify an existing treaty, the action must be voted upon by the Chapter of Crowns and approved by a 5/7 vote. vi. Amendments A. Amending the Code of Arms Any and all changes to the Code of Arms must be put to a vote by the Crowns. Any such amendment must be approved by a 6/7 vote of the Crowns. vii. Ratification This Code of Arms is hereby Ratified by the Founders, by which sole authority is vested in them until the Preservation clause has been satisfied.
