Supermarkets are barely worth getting, the bonus from 1 bank only outweighs the upkeep at like, 500 infra, and don't even bother with stadiums before 700. So go for resources below 500, a mix between 500-700, and then maximum commerce + however many slots you have left for resources. The great thing about this game is that most of the choices you make offer an equally good choice, so you can o either way and still make it the differences in profit would only be a couple hundred, it's really a question of short term profit (trading) or long term growth (commerce) personally I would keep a balance of large cities with a load of commerce, medium cities with a load of resource and pure military cities. With a ratio of 2:2:1 respectively. This will help me for now, until we start producing nukes and start throwing them at each other, at that point I will have to make all my cities cookie cutter cities. But now make a balance of those cities and you really have a choice of any path you want. And the best part about my strategy is that you only have to change 2 your cities to resource or commercial if the market prices go up or down.
