Reserve Forces

Right now, the game is reasonably realistic in only allowing you to buy a fraction of military every day, but this is essentially the nation's active force. We need a provision for Reserves as well.

Let's say a nation has 300,000 troops. More often than not, a player is triple declared on and may end up losing more than 100,000 - his daily buy limit, within 5 minutes. Thus, they will be unable to mount a reasonable comeback offense.

This can be solved by allowing Reserve forces. Essentially once trained these people can immediately be transferred to active forces and fight in the comeback. However, we can implement the following points for reserve forces.

1) You can only train 5% of your active force as reserve force, in other words doubling the active force in 30 days
Alternatively, this can be 10% for Soldiers, 5% for Tanks, 2% for Planes, 1% for Navy, 0.5% for Spies.

2) You can only train them while not at war

3) Sum of reserve force and active can go up to 80% of population, which would also mean that reserve forces can outnumber active

4) Basically, reserve forces are civilians in training or barracks, so improvements efficiency will reduce by the percentage of the reserve forces to your population

Thus a country can choose to be confident and rely on its active forces alone, be paranoid and enlist its entire population as reserves, or somewhere in between.

If a player is triple declared on can be saved by his alliance or other allies who do a fast counter, that's pretty much how wars work in this game and the reason why some alliances are better than others
