The virus has killed off majority of the population of the Vatican Empire, showing that it is deadly and has the potential to become a worldwide virus. It spread to Canada when a man from France going on a trip around Europe visited Italy and caught the disease. He then landed at Toronto Pearson Int'l where he infected a fellow passenger and died, but the police have been informed and quarantined this passenger. Canadian scientists have developed a partially effective vaccine against the virus, however is rather ineffective with about a 40% protection rate. HOUSE ARREST ENFORCED IN ALL CITIES MANDATORY QUARANTINE FOR THOSE INFECTED If you are infected with the virus, please report to a Government station at your nearby Hospital. Bring all people who have been in contact with you. FOLLOWING CITIES UNDER QUARANTINE: Toronto, Portebelle Region, Nordeus County, Ottawa, Thousand Islands County, Leeds and Grenville County, Shoreline Region, Ville de Gatineau, Ville de Sherbrooke, Montreal, Ville de Quebec, M-R de Ouestbec, M-R de Riviercote. FOLLOWING AREAS UNDER AMBER ALERT (BIOHAZARD): Southern Ontario, Greater Toronto, Escarpment, Leeds and Grenville, Montreal, Quebec-East, Quebec-West, Ottawa County, Nord-Quebec, Metropolitian Ottawa, Niagara Falls, Fallsview, Niagara Region, Southshores Ontario. Currently 12 people have reported themselves as infected and 2 deaths have been reported. Infected will be shot with the vaccine and cured in high security rooms in hospitals. Estimated recovery time is 1 month. Symptoms include Vomiting, Nausea, Paranoia, Hysteria and Insanity. If more than two of the symptoms are present along with a high fever, please call Paramedics at 811 or call the Canadian Emergency Hotline at 911. In Quebec, call the Quebec Ligne des Emergencies at 999. In Saskatchewan Territory, please call Manitoba or Alberta Paramedics at 811, then please dial your respective province. In Yukon Territory, Northwest Territory and Nunavut Territory, please call Alberta, BC or Manitoba Paramedics at 811 and please dial your respective province. In Atlantic Canada, please dial 999 for the Quebec Emergency Response Line, indicate your respective language followed by territory. This has been a message from the Government of Canada. At this rate we should have the cure in two months or so, it's fine. Also Britannia nscientists are helping and they are smart. The main ingredient is expensive, and considering we already sent our stockpiles, we deserve to be funded to create more batches. Now, we already sent a free shipment, and having to make more. To be more specific, blood from humans that the T-Virus has bonded successfully with the human host. As you may have noticed, thats a rarity, and so far only Quarians have been able to, but the blood from a Quarian is different from a human being. So far we only have 5 human beings who have the type of blood needed for the cure. The financial aid is basically to help keep the doctors from walking out, and to cover the cost to manufacture the cure. As we do not operate in your nation, we are not bound to follow your laws. We operate mostly in the Quarian Empire, where our Director for our facilities in the Asian continent is facing trials for allowing the facility to not follow proper protocols and evidence show that an outside group was able to gain access due to the director cutting costs to mandatory security systems. More of our investigation on what happened to our facility will continue on after the outbreak is finished and invite your investigating teams to do their own investigation on what happened underground. -Umbrella's Law and Security Division. Your refusal is irrelevant; the international community will judge your actions and decide what would need to be done if either military action through a multinational coalition or the dissolution of UC by diplomatic pressure.
