WORKING THEORY: BK or NPO is trying to destroy its allies to force a merge

A) BK or NPO is trying to destroy its allies?  I mean, that's the only thing I get from this extended war that is only gaining them Ws in the war wins count.  At this point, no resources or anything is being gained but RW is no engaging in battle with their allies wearing them down.  

B ) BK and NPO constantly work to ally itself with dying alliances as to force the issue?  First dibs?
